SUMMARY:

A professional management position primarily responsible for overseeing all financial records and budgets for a department or division of the university. This position operates with broad authority and functions as part of the executive management team.

DISTINGUISHING CHARACTERISTICS:

The Fiscal Operations Manager differs from the Business Manager Senior position in that it requires more years of experience and has a broader responsibility for the department’s Fiscal Operations. The Fiscal Operations manager has greater decision authority.

TYPICAL DUTIES AND RESPONSIBILITIES:

The following are examples of typical duties. Other duties may be assigned. Essential duties should be identified on a more specific working job description.

  • Provides training and oversight of lower level business managers and accounting staff.
  • Develops strategic financial planning reports and recommendations.
  • Represents the department or division within the university community on financial or operational matters.
  • Prepares monthly financial reports
  • Monitors financial accounts, redistributing resources when appropriate.
  • Reviews permanent and temporary staffing plans for future fiscal years for appropriateness and accuracy.
  • Responsible for preparing departmental budgets.
  • Reviews plans for capital expenditures supplies and incorporates needs into budget.
  • Develops procedures and controls related to fiscal issues.
  • Maintain file of monthly CUFS reports and reconciles to in-house expenses and revenue records.
  • May act as computer network administrator.
  • May be assigned other administrative projects and responsibilities

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Familiarity with policies and procedures related to public sector budgeting, accounting and personnel.
  • Extensive experiences with spreadsheet word processing, electronic messaging, and automated financial systems.
  • Excellent communication skills.
  • Demonstrated strong analytical skills.
  • Demonstrated ability to work collaboratively with different constituencies: administrators, faculty, staff and students.
  • Demonstrated commitment to cultural diversity and ability to work with individuals or groups with diverse backgrounds.

EDUCATION and/or EXPERIENCE:

Typically requires Bachelor’s degree in Business Administration or Accounting, plus five years of directly related experience. Preferred is a Master’s degree, and University budgeting experience.
