SUMMARY:
This position primarily entails the management of air quality on tribal lands.
 
DISTINGUISHING CHARACTERISTICS:
 
The technology specialist is a specialized classification and not part of a series.
 
TYPICAL DUTIES AND RESPONSIBILITIES:
 
The following are examples of typical duties.  Other duties may be assigned.  Essential duties should be identified on a more specific working job description.
  • Works closely with tribes, ITEP staff, United States Environmental Protection Agency (EPA) management/technical staff and Tribal Air Monitoring Support Center (TAMS) Steering Committee in both the planning and delivery of training and technical support services.  Both the training and technical support activities may be on-site at the TAMS center, or off-site. 
  • Assists in evaluating and establishing tribal priorities in support of tribal air monitoring needs, through coordination of roundtable discussions and communication with national and regional EPA staff and ITEP staff.
  • Works independently or as part of a team in program evaluation. 
  • Assist in preparing reports on program activities, progress, status or other special reports for management and outside agencies.
  • Assists in building capacity of tribal professionals in air monitoring program design, operation and maintenance, and data management and analysis.  This includes development of technical training, support programs and capabilities of tribal air monitoring professionals.
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each duty satisfactorily.  The requirements listed below are representative of the knowledge, skill and/or ability required.
  • Experience in training instruction and field-based technical support in environmental programs, preferably with tribal professionals in air quality management.
  • Knowledge of environmental laws and regulations including the Clean Air Act and its application on Indian tribes.
  • Ability to effectively communicate orally and in writing, to a  variety of audiences and skill levels.
  • Demonstrated skill and expertise in operating and maintaining ambient air monitoring instruments.
  • Demonstrated skills in air emissions estimation techniques and data collection quality assurance/quality control protocols.
  • Proficient with computer applications including MS Word, Excel, Access, email and basic database management.
  • Familiar with federal, environmental quality assurance/quality control protocols and procedures.
  • If necessary, must be able to spend a considerable amount of time on tribal lands in providing technical training and support.
  • Ability to work with people from a variety of culturally diverse backgrounds.
EDUCATION and/or EXPERIENCE
Typically requires a Bachelor’s of Science degree in area of assignment.  Required experience can range from 3-4 years, depending on the individual position.
